At the time of his death, November 3, 2004, Roy lived in Williston, Florida. He retired from the U.S. Marine Corps as a lieutenant colonel after 22 years of service. He was a veteran of World War II and the Korean War and while serving as a combat pilot in Korea, he was shot down in 1952 and became a POW. He was awarded the Purple Heart. Roy later served as a pilot, transporting the North Carolina governor for three terms.
Roy was buried in Florida National Cemetery, Bushnell, Sumter County, Florida. When Margaret died October 13, 2015, she was buried at Roy's side.

Richard married Susan E. Williams on May 21, 1889. They were parents of Hilary Sarah Williams was born October 25, 1980 and Alison Carol Williams was born May 11, 1982. - William Harvey "Bill" Bley was born April 28, 1951.
- David Bowen Bley was born April 19, 1958. He married Susan Diane Koshar on July 12, 1990. They were parents of Stacy Kathleen Bley was born July 23, 1993. Robin Eleanor Bley was born February 7, 1996.
